If you didnt know by now, the DROID RAZR on Verizon will have a LOCKED bootloader. Come as a surprise? It shouldn't. Though the US edition is locked, the international version isn't, which means Verizon told Motorola to LOCK the phone.
So, this says one of two things. One being the carrier's do have a decision if they want the phone to be unlocked or not, and two, phone companies understand that we DO want them unlocked (+1 for OEMs!)
Now, whether that has to do with other OEMs (ermm HTC) starting to unlock their phones, it still is up to the carriers as the final decision.
This means that the Nexus device on Verizon is a huge step, allowing a unlocked, no bloat, full Google like experience phone on their network.
We have reached out to Verizon to ask for more clarification on the subject.
